Boulder is the headquarters of BI Incorporated, the largest producer of electronic monitors in the U.S. Since 2004, BI has contracted with U.S. Immigration and Customs Enforcement (ICE) to put GPS monitors on immigrants. From 2010-19, those contracts brought in $670 million for the company. BI is owned by The GEO Group, the world’s largest private prison operator. This video shows how their SmartLINK app, which is used widely in immigration and increasingly in the criminal legal system, works.

Resistance

In 2019 anti-bail activist and prominent abolitionist Elisabeth Epps was put on a monitor in Denver as part of a sentence for attempting to halt police when they approached a person in crisis.
