La Union del Pueblo Entero (LUPE) is a “Healthy Hoods” champion. Most recently they scored a major victory with the RGV Equal Voice Network by helping to implement a regional plan for Section 3, which uses federal funding to help foster economic development and sustainable communities.  The plan is considered the strongest in the state and was featured in The Monitor – read about it here. Founded in 1989 by labor rights activist César Chávez, LUPE is committed to building stronger, healthier communities where colonia residents use their power to effect social change through community organizing and social services.  LUPE is a community-based union that organizes for dignity and human rights in the colonias of Hidalgo County, Texas. They focus on improved housing and living conditions, health care, immigrant rights and building the political power of colonia residents.
